and I agree with Mr Mercer in attributing in a great measure the confusion of Mr Rieunacker's affairs to the fearfully shattered state of his health for a period long antecedent to his departure.

In this ground and taking into consideration the valuable services rendered by Mr Rieunacker for many years past, I am inclined to extend towards him the most indulgent judgement, and do not hesitate to submit the proposition that he be allowed to retire on a pension.

I have in the despatch above referred to suggested that the Appointment be filled without delay, on the Salary formerly proposed, £800 per year, and that a Gentleman of some financial experience be selected.

Under the proposition for the reconstruction of the Legislative Council made in my Despatch No.177 & 118 of Ultimo, it will be seen that a seat in the Legislative Council is reserved for the Treasurer, and in fact during the administration of Mr Martin and Mr Macgowan this officer was placed in that Council, and it will therefore be advisable that the greatest care be taken in the nomination of Mr Rieunacker's successor.
